Statement by H.E. Ms. Jina Kim,

Vice Foreign Minister of the Republic of Korea



Excellencies, distinguished delegates,


It is an honour to deliver this statement on behalf of the Republic of Korea.


Let me extend my sincere gratitude to the host country, Spain, for its warm hospitality and leadership in convening this critical dialogue. I also thank the Co-chairs and Co-Facilitators for their dedicated stewardship, inclusiveness, and tireless efforts in guiding the process toward a meaningful and forward-looking outcome.


The Fourth International Conference on Financing for Development (FfD4) comes at a crucial moment. A decade has passed since the third Conference in Addis Ababa. The international community is facing increasingly complex challenges, such as geopolitical tensions, macroeconomic instability, and the accelerating impacts of climate change.


These call for a critical reassessment of our global development finance architecture. Our collective resolve to effectively mobilize and utilize development resources and reaffirm our commitment to multilateralism is the most important outcome of this Conference.


On behalf of the 5 MIKTA countries – Mexico, Indonesia, Korea, Turkiye, and Australia – I would like to draw your attention to the MIKTA Joint Statement circulated at this Conference, reiterating the critical importance of this Conference.


My delegation also wishes to join others in welcoming and supporting the outcome document, Compromiso de Sevilla, as a significant milestone in our shared goal of advancing sustainable partnerships and innovative financing for development.


Korea is expecially particularly encouraged by the Compromiso de Sevilla’s emphasis on development effectiveness. It is a common agenda for all. The four effectiveness principles, country ownership, focus on results, inclusive partnerships, and mutual accountability, will help us navigate through the turbulent waters ahead. My delegation welcomes the recognition of the Global Partnership for Effective Development Co-operation (GPEDC) as a key platform to advance this agenda.


To support implementation of the FfD4 outcomes, Korea will host the 8th Busan Global Partnership Forum this September. It will serve as a timely opportunity to explore concrete ways to bring our commitments into action.


Korea’s new administration, inaugurated last month, is firmly committed to providing global public goods and contributing to fight poverty, hunger, inequality, disease, conflict, and disaster. Through enhanced global solidarity, Korea will reinforce its role as a responsible member of the international community.


In achieving this goal, Korea hopes to forge forward-looking partnerships while sharing our story from a war-torn LDC to a responsible donor. Korea does not believe that this is the only way. We will help our partners build their own model.


In this context, I am pleased to announce Korea’s Three R Humanitarian Assistance Initiatives, REVIVE, REACH and Resilience for Children+, in cooperation with UNDP, WFP and UNICEF. My government will invest 170 million USD to bring life-saving support to those affected by war, conflict and crisis. These initiatives reflect our unflagging determination to respond to urgent global needs.


In closing, I invite all Member States and stakeholders to actively engage in the upcoming Busan Global Partnership Forum this September. We look forward to welcoming you and working together to advance our shared vision of effective and sustainable development.
